The Maturity Model

Five levels of progess.

Choose the description that most consistently reflects current practice across your organization. Use the last 12 months as your reference. If you cannot verify a higher level, choose the lower description you can support.

Emerging.

Reactive / Original

HSE is addressed mainly after incidents or external pressure. Basic ownership, controls, and reporting need a consistent foundation.

Managing.

Compliance-driven / Starting

Documented rules and responsibilities provide a foundation. Practice is still driven mainly by compliance and management overstight.

Involving.

Responsive / Development

Employees participate in structured HSE processes. Shared responsibility and regular learning are becoming part of daily work.

Cooperating.

Proactive / Completion

Leaders and teams work across functions to anticipate risks, verify controls, and improve HSE before incidents occur.

Continually improving.

Generative / Leading

HSE is embedded in strategy and everyday decisions. Teams test assumptions, share learning, and continuously verify that improvements work.
